Blind Calculation

Each Japanese character corresponds to a two-digit number through a two-step encoding. For the first step, think about the first word of the title of the puzzle. For the second step, you only need to use six beads, three on each of two rods.

Once you have calculated the products and inputted them onto the abacus, you can read the Braille again to get a Japanese phrase to translate back in to English. The final answer is 14 letters (this is only equal to the number of rods by coincidence).
